To maintain the highest standards of safety for the aerospace industry, the Federal Aviation Administration (FAA) and the Department of Transportation (DOT) require drug and alcohol testing for all personnel involved in aircraft maintenance, preventative maintenance, rebuilding and alteration. This presents a challenge for air carriers and air repair stations that contract out safety-sensitive responsibilities like heat treatment of commercial and military aircraft parts. All contractors and subcontractors in the aerospace industry must actively participate in an FAA-approved drug and alcohol testing program to meet FAA standards.
Meeting Standards: 49 CFR Part 40 & 14 CFR Part 120
The DOT and FAA regulations (49 CFR § 40 and 14 CFR § 120) require structured and federally-certified drug and alcohol testing programs for all safety-sensitive transportation personnel in aviation, including subcontractors at any tier who perform maintenance and preventative maintenance. According to §1.1 of the Federal Aviation Regulations, this includes all personnel who perform “inspection, overhaul, repair, preservation and the replacement of parts.”
In following these guidelines, employees, contractors and subcontractors at every tier who handle aircraft parts must
undergo a pre-employment drug test;
receive information and training on the effects and consequences of drug abuse and alcohol misuse from trained supervisors throughout employment; and,
participate in annual random drug and alcohol testing.
This program is crucial to maintaining the safety of our skies, but air carriers and FAA-certified repair stations often find it difficult to find qualified contractors that sustain a certified testing program. Adding contractors to their existing prevention program can be expensive, or even impossible due to distance, not to mention the highly specialized nature of aerospace manufacturing and repair.
